Chairman Hebert calls the meeting to order at 7:00pm followed by the Pledge of Allegiance.

Arbor Day Proclamation read by Selectman Limanek
May Town Meeting & Election Warrant: TA Smith reviews the items with changes such as #17 metes and bounds added, #18 amending the Zoning Bylaws for a moratorium on recreational marijuana and #26 allowing a Selectman to sit on the Police Station Building Committee. Hearing no questions Vice Chair Maynard motions to approve the May Town Meeting Warrant as presented, Selectman Limanek seconds passes 4-0
May Election Warrant: TA Smith reminds all that Precinct 3 location has moved to the Middle School/High School, notifications were sent out to all voters of that precinct. Vice Chair Maynard motions to approve the May Town Election Warrant as presented.
MRA Sport summer programs: present before the Board is Alex Rogozinski. TA Smith says this is the 5th year for MRA. We are waiting for some additional waivers but most of the forms are in. Alex says there is no change from the prior year. Buoys will go in mid-May and swims will be there 6 days a week. The triathlons will be held on June 16th and July 30th. There will be a few clinics but that will be limited to club members. Selectman Hall says this is becoming very routine, this is such a success story as the 1st year was rough with the community acceptance. Vice Chair Maynard says life guards, Emergency communications and 1st aid are all covered. Selectman Limanek says this is a wonderfully run event, the camp is always
clean after. Thank you for taking advantage of Marion’s Camp and showcasing the gem. Keep up the phenomenal work. Chairman Hebert says thankyou to Alex, all the paper work is in place, the success is a tribute to Alex.
Adoption of Alteration of the layout of Central Turnpike: TA Smith says this was before the BOS last meeting, it then went to the Planning Board and now it is back for the BOS to approve the alteration. Selectman Hall states this is only expanding the usable space for the Police station, it is not changing the roadway at all, TA Smith says that is correct. Vice Chair Maynard says this is the old county road way, Selectman Limanek says no impact on the actual roadway. Selectman Limanek motions to approve by the Board of Selectmen of the Town of Sutton, acting pursuant to M.G.L.c.82, sec.'s 21-24, deeming that common convenience and necessity require the alteration of the layout of the town way known as Central Turnpike, hereby alter the layout of Central Turnpike as stated in the attached description, and as shown on
a plan entitled "Alteration of Layout for Central Turnpike " prepared by Andrews Survey & Engineering Inc., dated April 13, 2017, which layout was referred to the Planning Board for its report as required by law. The aforementioned description and layout plan is hereby forwarded to the Town Clerk for filing and reported to the town for acceptance, Selectman Hall seconds passes 4-0
Authorize the Town Administrator to sign contracts: TA Smith says in speaking to Town Counsel regarding approval of contracts, it is the opinion of Counsel that the Board of Selectmen are the chief executive officers can enter into contracts but the Town charter seems to grant the town administrator the authority. TA Smith is asking the BOS to adopt an approval policy given the Town Administrator authority up to $250,000.00. TA Smith states he would still have to follow procurement laws and the Town Accountant would still be involved. Selectman Hall states Jim does an excellent job keeping the BOS informed, this gives Jim the ability to run his office efficiently. Selectman Limanek agrees this is appropriate, the BOS are not a full time body, and he is the authorized agent of the BOS. There would still be checks and
balances with Tim Harrison. Jim has served the town well during his years of service, he has earned the BOS trust. Chairman Hebert is very comfortable allowing TA Smith to sign contracts but does not agree with the $250,000. threshold. Ta Smith has been with us for 10 years, we just gave him a 5 year contract. Chairman Hebert would like to amend the policy to increase the amount from $250,000. To $500,000. The Marion’s Camp Goddard lodge contract is $420,000. Chapter 90 is usually $400,000. Selectman Hall has an issue with this contract for future administration. Dave would like the policy reviewed every few years to give the Selectmen the ability to change when there is new administration. Selectman Hall motions to approve the Contract Approval Policy for the Town Administrator to enter into contracts with an amendment from the stated $250,000. to $500,000. Selectman Limanek seconds passes4-0
TA Update:
- FY18 Budget Update: the Ways & Means Committee released their budget, they increased Chapter 70 from $20.00 per student to $30.00, and also one student is going to BVT instead of Norfolk Aggie which is a $22,000. Savings.
- Arbor Day will be held at Veterans Field on Friday April 28th at 10:30, rain date is May 1st.
Fire Chief Matt Belsito recently was certified as a MA Fire Instructor. Congratulations to Chief Belsito
Dudley Gendron Post 414 recently presented a check for $10,000. To the Sutton Fire Dept to purchase a new thermal imaging camera.

Announcements/Round Table/Correspondence:
- Selectman Hall- last year we signed a contract with community Compact, last week there was a meeting regarding budgeting at the Town Hall. Dave also reviewed the town meeting article on a moratorium on marijuana and also recreational marijuana
- Selectman Hall stated about recent information on Facebook in regards to the police Station project
- Vice Chair Maynard expressed a thankyou from the Sr. Center to St Marks and Jesse Limanek for the recent food drive delivery. Paul also expressed the need for a new Police Station for employee safety.
- Selectman Limanek states there was a lot of misinformation about the Police Station project on social media, please watch the Police Building Committee meeting from March 1st, it will answer a lot of questions. Jesse goes on to say it is tick season as well as Baseball season.
